2017-07: ACI PHASE 3: eManifest pre-arrival registration for the Canadian customs office

eManifest is the enhancement of ACI (Advanced Cargo Information application) established in 2004.

The CBSA (Canada Border Services Agency) is thus able to identify risky freight before its arrival in Canada.

The Canadian authorities are now planning the obligatory implementation of the eManifest for 2018. For more details on the topic of Changes to the Implementation Timeline for Electronic House Bills, see the CBSA website.

After several conversations with our clients, we are under the impression that there is uncertainty about future requirements. We would therefore like to share our knowledge:

  • The registration of House Bills will become obligatory for freight forwarders. This applies to all Consol and B2B shipments to Canada via seafreight, airfreight, or road.
  • You are required to deliver the HBL/HAWB data as well as a CLOSE notice.
  • You as the freight forwarder thus gain responsibility. However, you have the option to commission others to carry out the registration under your name. To our knowledge, shipping companies and airlines will not take on the eManifest registration.
  • The seafreight ACI interface in CargoSoft TMS will soon meet the requirements for the registration of the eHBL/eManifest.

The airfreight is still cause for confusion. The FHL messages which are currently sent to the airlines are not covered by the eManifest.
